[IA64] Register NEW_TLBFLUSH_CLOCK_PERIOD_SOFTIRQ

NEW_TLBFLUSH_CLOCK_PERIOD_SOFTIRQ is used but not registered.
I've never experienced but system will panic in the very long run.
